Environmental attorneys address stormwater issues in presentation

Environmental attorneys LaJuana Wilcher and Sarah Jarboe recently gave a presentation at the Kentucky Chamber Environmental Permitting and Reporting Conference in Lexington, Kentucky. Peter Goodmann, Director of the Kentucky Department for Environmental Protection’s Division of Water, joined them for the presentation.
Their presentation was entitled “Getting and Complying with Your Stormwater Permit.” A description of the presentation is below.
Compliance with federal and state stormwater requirements is ordinarily not complicated … if you understand the law, regulations and practices of the regulatory agencies. This presentation will provide an overview of stormwater permitting requirements for those who have never obtained a stormwater permit and valuable information about compliance for those businesses and entities already in the permitting process. Whether you need a permit, how to obtain one and compliance and enforcement will be addressed. Specifically, the panelists will address the Kentucky Stormwater General Permit for Industrial Sources and Individual KPDES Stormwater Permits, as well as new developments and proposals in the stormwater program coming from the U.S. EPA the courts. The panelists will bring a mix of policy, technical, legal and practitioner/permittees’ perspectives to this presentation.

About LaJuana Wilcher
LaJuana has extensive experience in environmental law, particularly at the EPA. She has served in top-level environmental policy positions in federal and state government. She has unparalleled knowledge and experience representing clients before environmental administrative agencies and courts throughout the country, including a matter before the U.S. Supreme Court. Regularly pressing cases relating to environmental permitting, compliance and enforcement issues involving wastewater, air, wetlands and hazardous waste, she also counsels clients on the National Environmental Policy Act, Endangered Species Act, and the National Historic Preservation Act.
LaJuana served as the nation’s senior regulatory official for water programs at the U.S. Environmental Protection Agency (EPA) from 1989 to 1993. She led EPA’s involvement in the Exxon Valdez oil spill litigation negotiations, in which the government reached a settlement of more than $1 billion with Exxon for the environmental damage sustained because of the Valdez spill. She was also instrumental in launching EPA’s watershed protection approach and Clean Water Act section 319 nonpoint source grant program, and in major policy decisions involving federal drinking water, wetlands and storm water requirements and permitting.
About Sarah P. Jarboe
Sarah Jarboe is an attorney at ELPO handling environmental, administrative and civil litigation matters. She is serving as Chair-Elect of the Environment, Energy and Resources law section of the Kentucky Bar Association, is participating in the American Bar Association‘s Section of Environment, Energy, and Resources (SEER) Leadership Development Program and serves on SEER’s 2016 Fall Meeting Planning Committee.
Sarah is a graduate of Vanderbilt Law School, where she received the Scholastic Excellence Award in Environmental Law in 2010 for achieving the highest grade in her class and served as Managing Editor of the Environmental Law and Policy Annual Review Journal. She earned her Bachelor of Arts degree at the University of Louisville. Before joining ELPO, Sarah worked as a law clerk for Chief Justice Minton of the Kentucky Supreme Court.
