Mr. Raines currently practices in the following areas:

• Health care law, where Mr. Raines counsels and advises hospitals, nursing homes, long-term care facilities, managed care organizations, physician practices, and other health care providers in all aspects of federal and state statutes and regulations, including Stark I and II, HIPAA, Medicare and Medicaid reimbursement, Medicare fraud and abuse, practitioner licensure, third-party reimbursement, and anti-trust and anti-competitive matters.
   

• Medical negligence litigation, where Mr. Raines represents hospitals, nursing homes, long-term care facilities, physicians, and other health care practitioners in defending claims of medical negligence and in licensure and administrative proceedings.
   

• Not-for-profit regulations, where Mr. Raines counsels health care, environmental and other not-for-profit and charitable institutions regarding inurement, excess benefit transactions, and other federal and state statutory and regulatory schemes.
   

• Corporate and contract law, where Mr. Raines provides advice and prepares documents and agreements relating to corporations, limited liability companies, partnerships and employment matters.
   

• Environmental law, where Mr. Raines handles environmental litigation and provides advice on environmental issues for a variety of businesses.

Mr. Raines serves on the firm’s Practice Management Committee.

Mr. Raines is the permanent Chair of Lawyers Care, the pro bono division of the Bowling Green-Warren County Bar Association and the Chair of Kentucky Legal Aid, which serves all of western Kentucky.
