ELPO Law Announces New Practice Area: Public Finance

by Ashley Carter

English, Lucas, Priest and Owsley, LLP (ELPO Law), the largest full-service law firm in south central Kentucky, is excited to announce its expansion of legal services to now include Public Finance. Public Finance, a highly specialized field of law, involves advising clients on a wide range of financial transactions in the public sector. This new practice area compliments nicely with the firm’s established expertise in business law, and commercial real estate law. Joining the firm’s seasoned team of attorneys to help develop this practice area is longtime Kentucky based attorney, Gillard (Gil) B. Johnson. Johnson brings decades of legal experience to the already established and well-respected firm.

Johnson will be joining ELPO Law as Of Counsel. Gil has practiced law since 1972 and has more than thirty-five years’ experience in public financing as a Bond Counsel, Underwriter’s Counsel, and Trustee’s Counsel. Gil is a graduate of Western Kentucky University and earned his J.D. from the University of Louisville Louis D. Brandeis School of Law. He is admitted to the Kentucky Bar Association, the U.S. Second, Sixth, and Ninth Circuit Court of Appeals, the U.S. District Court of the Eastern and Western Districts of Kentucky, the U.S. Bankruptcy Court for the Eastern District of Kentucky, U.S. Tax Court, and is a member of the National Association of Bond Lawyers.

This strategic expansion reflects the firm’s dedication to meeting the evolving needs of its clients and further solidifies its position as a comprehensive legal service provider; a testament to ELPO Law’s continued dedication to the communities it serves. ELPO Law aims to provide tailored legal solutions to municipalities, government entities, private companies, and individuals involved in public finance transactions.

“We are thrilled to introduce our Public Finance practice area at ELPO Law” says Bob Young, managing partner of English, Lucas, Priest & Owsley. “For many years, ELPO has worked with outside counsel to assist its clients in complicated bond matters. With the addition of Gil, all that work can now be done in-house, and more efficiently. Gil brings a level of bond work experience that is second to none. He will be an asset to the ELPO Law team.”
